Notable Items for the Council Meeting on 2/10

February has arrived, bringing bitter cold temperatures to Glens Falls, and the Council’s agenda for this coming Tuesday is hot off the presses, thanks to the tireless work of our Chief of Staff, Steve Thurston. There are lots of items for approval and discussion, from a parking license agreement with 333 Glen Street, renovations to 178 Glen Street thanks to state grants, and the upcoming retirement of Judge Hobbs.

I’ll highlight some resolutions, but if you want more detail, be sure to delve into the wonderfully organized agenda:

• The Council will discuss and potentially approve three mobile food licenses:

  • Rob and Traci’s All Things Delicious, owned by Traci Mastroeni

  • Mary’s Kitchen, owned by Maryam Hariri

  • Far Enterprises, owned by Andrew Feld

• The Council will discuss and potentially approve an amendment to the 36 Elm Street Master Lease Agreement, originally dated on 9/30/2024 for commercial space at 36 Elm Street. For a description of the amended paragraphs for the agreement as well as the complete agreement, please reference page 41-65.

• The Council will discuss and potentially approve a Lower Adirondack Rental Development Initiative funding, under the Vacant Rental Program Grant awarded to the City of Glens Falls, for an applicant at 178 Glen Street. It will help rehabilitate the vacant second and third floors for four year-round rental apartments, providing more housing opportunities downtown.

• Glens Falls has received a $100,000 check from Warren County’s Occupancy Tax office, reimbursing event holders that the city administered in 2025. Two organizations, LARAC and the Feeder Canal Alliance, will receive $23,695.63 and $17,697 respectively, as well as $30,000 to the Civic Center to establish a music festival in October of 2026.

• The Council will discuss and potentially approve a temporary increase in the Deputy Controller’s compensation for four weeks (by $433.12/week) to account for additional duties. The funds were already budgeted for personnel overtime due to staff shortages in the FY26 budget.

• The Council will potentially authorize, ratify, and approve a temporary parking license agreement with 333 Glen Street Associates that was signed by former Mayor Collins on December 29, 2025. It allows the city to use 110 spaces in the parking garage for $6,050 on a month-to-month basis. The FY2026 budget already accounted for this purpose.

• The Council will potentially amend an agreement between the Adirondack Youth Hockey Association and the City of Glens Falls for their use of the ice rink off of Fire Road. The updated paragraph is on page 113 of the agenda.

• Glens Falls Police Department received a payment of $6,023.28 from the New York State’s STOP DWI Program to assist with patrols. As a personal reminder, make sure to always plan ahead and not drive under the influence. Also, on a separate note, the GFPD is disposing of an old 2012 Honda Civic that has fallen into disrepair, requiring extensive mechanical work that exceeds the value of the car to Clark’s Used Auto Parts in Queensbury, New York.
