Notable Items for Council Meeting on 7/28

As July winds down, we are in the dog days of summer with plenty to activities to enjoy around the city. Whether enjoying the Park Theater’s summer concert at Crandall Park, Glens Falls City Band performances in City Park, Adirondack Theater Festival shows at the Wood Theater, or swimming in Haviland Cove Beach, there is plenty of community activities to soak up the remainder of summer. This Tuesday’s agenda is packed with resolutions and public hearings, along with some exciting changes for the future.

The Common Council public meeting begins at 7:15pm on Tuesday, July 28th. Be sure to join on the third-floor City Courtroom for a whirlwind of thoughtful public hearings, interesting discussions, and some exciting resolutions. I’ll highlight some resolutions below, but if you want more detail, be sure to delve into the wonderfully organized agenda on the city website.

• The Council will hold two public hearings related to amendments to the City Charter with property tax exemptions for persons with disabilities and senior citizens. To learn more, view the amended senior citizen tax exemption and the persons with disabilities tax exemption.

• The Council will discuss and potentially approve an update to the parking permit fee schedule for the Clinton Avenue Parking Garage and City Municipal Lots on Exchange, Warren, and Ridge Streets. It will unify all lots to be permit-only, adjust the designated permit types (workday, nights and weekends, and 24-Hour), and ensure spaces are available for permit holders. • The Council will discuss and potentially approve a license agreement with the Saratoga Regional YMCA to use portions of 576 Glen Street for approximately 225 parking spaces to patrons of the YMCA and the general public. For more information, please view the agreement.

• The Council will discuss and potentially approve two encroachment permits, one at 132 Glen Street and a second at 8 Coolidge Avenue, for large dumpster placements on the parking spaces in front of those buildings. The dumpster at 132 Glen Street will occur between August 1st, 2026, through September 30th, 2026, and the dumpster at 8 Coolidge Avenue will occur between July 28th, 2026 through July 31st, 2026.

• The Council will discuss and potentially approve a facility use agreement with the Adirondack Youth Hockey Association to allow them to operate the ice rink, remediate the environmental conditions tasked by the DEC, and provide day-to-day maintenance. • The Council will discuss and potentially approve a professional services agreement with Phinney Design Group for a feasibility study surrounding a potential firehouse or public safety building at 124 Ridge Street, formerly Rite Aid. To learn more, view the proposed agreement.

• The Council will discuss and potentially approve an exception to the open container laws on Friday, August 7th between 5:00pm to 9:00pm for Wolfsgart’s Air Out event and car show. For more information about this exciting event, please view their website.

• The Council will discuss and potentially approve two (2) mobile food and drink permits:
