Notable Items for Council Meeting on 7/14
The weather has been heating up in July after two weekends of celebration with the 250th anniversary of the United States of America’s Independence Day and the 50th anniversary of the Glens Falls Farmers’ Market. Given the three-week period between the last Common Council meeting, the agenda is packed with resolutions spanning every department in the city, along with some exciting plans for the future.
The Common Council public meeting begins at 7:30pm tonight. Be sure to join on the third-floor City Courtroom for a whirlwind of interesting discussions and some exciting resolutions. I’ll highlight some resolutions below, but if you want more detail, be sure to delve into the wonderfully organized agenda on the city website.
The Council will discuss and potentially set a public hearing on June 28th at 7:20pm to alter the city charter, granting Senior Citizens, Persons with Disabilities, and Limited Incomes City Property Tax Exemptions. The Council will discuss and potentially set a public hearing for August 11th at 7:25pm to alter the city charter, granting permission for farm stands to operate in certain zoning districts. To read more about the proposed changes, please refer to pages 152-158.
The Council will discuss and potentially approve a street opening encroachment permit to National Grid between July 15th and August 15th for an installation of a new gas line to 13 E Notre Dame Street. To read the encroachment permit, please refer to pages 175-176.
The Council will discuss and potentially allow the city to apply for the New York State Office of Parks, Recreation and Historic Preservation Grant, for use to fund the necessary improvements for the Glens Falls Ice Rink, and New York State Department of State Smart Growth Planning Grant, for use to modernize the City’s zoning regulations with the Planning Department and Economic Development Office.
The Council will discuss and potentially approve the city to begin conceptual planning with the Town of Queensbury for the Peggy Ann Connector Trail. It will create a 3.5-mile connection between the Feeder Canal Trail and Halfway Brook Trail. The cost of the trail will be paid by Queensbury. The Council will discuss and potentially award Occupancy Tax Grants to thirteen organizations for the initial pool of applicants, with more tax grants awarded over the course of the year. The events and organizations, along with their award, are as follows:

Park Theatre Foundation with $11,185, for their Summer Concert Series at Crandall Park
Great Upstate Boat Show with $7,500, for their event at the Adirondack Sports Complex on March 28-29th, 2026
Adirondack Corvette Club with $7,988, for their Adirondack VetteFest on August 11-13th, 2026
Zonta Club of Glens Falls with $1,500, for their Crafts and Curiosities Faire on May 9-10th, 2026
Glens Falls Collaborative with $2,500, for their Wing Festival on April 25th, 2026
Hyde Collection with $3,750, for their 2025 Exhibition Marketing
Feeder Canal Alliance with $9,337, for their Glens Falls Brewfest event on March 21st, 2026
Lower Adirondack Pride with $7,500, for their Pride Fest on June 7th, 2026
Lower Adirondack Regional Arts Council with $12,000, for their June Festival on June 13-14th, 2026
Chapman Museum with $7,500, for their Glens Falls Walking Tours and the Benjamin Franklin was Here Exhibition
Shirt Factory with $8,500, for the construction of a permanent performance stage behind Rock Hill Bakehouse.
